This note you found on the dravir says that Talyn will be inspecting "the Tribute" today. I don't know what that means. If you go to that hill you might be able to overhead their conversation. Be careful not to be seen.

This isn't a prison… It's a farm! A breeding camp to raise humans as food for the Great Fire Dragon! We've got to set those people free now! The Dravir Soldiers are the ones guarding the cages. They will have the keys. Find all four keys now!
